Annual Town Meeting considered Articles 43 and 44 after the town’s earlier moratorium. The record notes Needham’s 2016 Question 4 vote was 8,203 in favor and 9,964 against. The Board of Selectmen recommended a ban while the state regulatory system developed; Planning Board representatives supported the prohibition. Needham requested an adult-use delivery waiver; the CCC recorded it as effective June 5, 2026.
The Select Board agenda packet explained Chapter 65’s statewide delivery rule and the waiver available only to municipalities that do not authorize adult-use retailers. The packet included a Town Manager memorandum, a Board of Health memorandum, and a suggested motion to opt out or remain open to delivery.
