Adult-use delivery restriction
Needham said no—for now.
Adult-use cannabis delivery is currently restricted in Needham under CCC waiver DW-2026-002. The restriction is the latest step in a longer local policy history: Needham voters opposed Question 4 in 2016, Town Meeting prohibited adult-use marijuana establishments in 2018, and the Select Board considered the state’s new delivery opt-out at its May 26, 2026 meeting. Medical marijuana delivery is governed separately and is not covered by the adult-use waiver.
Delivery is blocked, but licensed pickup may still be available nearby.

Annual Town Meeting considered Articles 43 and 44 after the town’s earlier moratorium. The record notes Needham’s 2016 Question 4 vote was 8,203 in favor and 9,964 against. Needham requested an adult-use delivery waiver; the CCC recorded it as effective June 5, 2026.
The Select Board agenda packet explained Chapter 65’s statewide delivery rule and the waiver available only to municipalities that do not authorize adult-use retailers. The packet included a Town Manager memorandum, a Board of Health memorandum, and a suggested motion to opt out or remain open to delivery.
